The Learning Records Service and ULNs

If you already access Unique Learner Numbers (ULNs) for your learners and report them to us via the learner registration process, many thanks, and please feel free to ignore the rest of this piece.

If you have not felt able to action our previous requests to engage with this government initiative, please read on.

All centres that operate in England have, for some time, been recommend to obtain ULNs for their learners through the Learning Records Service (LRS), and report them to us via our learner registration process. All awarding organisations have been required by the Skills Funding Agency (SFA), by the end of April 2013, to sign up to provide the LRS with learners’ achievements, via their ULN. In support of this SFA requirement, 1st4sport will be working with centres to ensure that from 1 June 2013 it will be mandatory for 1st4sport recognised centres to provide a valid ULN with every learner registration. While this is currently an England-led initiative, we would encourage centres operating in Wales to follow this process, as we believe Wales will also adopt the ULN in the near future.

To be eligible to obtain ULNs for your learners, you must first become a LRS registered organisation. You can become a registered organisation by completing the following forms:

  • Organisation Registration Form
  • Learning Provider Agreement.

These forms can be obtained on request from the LRS or from the ‘Documents’ section of Athena. The completed forms should be sent to the LRS Support Team, Skills Funding Agency, Cheylesmore House, Quinton Road, Coventry CV1 2WT.

Once your completed forms have been processed, you will be provided with a username and password to access the web-based system via www.learningrecordsservice.org.uk where you can obtain and/or verify ULNs. We have developed Learner Register Instructions, which can also be accessed from the ‘Documents’ section of Athena. These will help you attain the ULNs (once you have received your username and password).

As stated above, this will become a mandatory process in the near future and we feel it best to encourage you to register and begin obtaining/verifying ULNs as soon as possible. We offer solutions to those centres who cannot meet this requirement and we would advise you contact us as soon as possible if this service or any other assistance in this area is required.
