Developed in partnership with experts in spectator safety to give stewards vital skills in Health and Safety, Law and Legislation, Customer Service and Conflict Management. The L2CEMS with accompanying NVQ can access funding and first-rate resources. And, because the L2CEMS provides much of the underpinning knowledge and some practical work for the NVQ, candidates have the choice of gaining two qualifications with minimal additional work.

Training providers are eligible for funding
Spectator Safety has been highlighted as a Sector Qualifications Strategy area for funding priority and although the L2CEMS does not typically attract funding alone, offering the combined 1st4sport Spectator Safety Suite is more likely to receive the necessary financial support. Two qualifications acquired for minimal additional work The option of combining the two qualifications into one suite provides candidates much of the underpinning knowledge and some practical work for the NVQ (the L2CEMS) prior to practical assessment (the NVQ)
meaning the evidence required to achieve the NVQ is greatly reduced. Candidates therefore have the choice of gaining two qualifications with minimal additional work.

What are the candidate pre-requisites?
Anyone over 18 years old with a reasonable level of health and fitness. How is the suite structured?

How are the courses delivered?
1st4sport Level 2 Certificate in Event and Match Day Stewarding:
The qualification is designed to be delivered via a mixture of tutor-delivered theoretical sessions, one-to-one workplace assessments and home study or distance/e-learning.
1st4sport Level 2 NVQ in Spectator Safety:
This qualification provides an opportunity to be assessed, over a period of time, for both the practical and theoretical aspects of stewarding in the workplace. Candidates will be required to produce evidence with work at real spectator events. This may be gathered through a combination of assessor observations, witness testimony and/or authentic records of the candidate’s work. Some of the evidence required can be achieved on completion of the L2CEMS qualification.

What will candidates need to do to gain these qualifications?
Covering Health and Safety, Law and Legislation, Customer Service and Conflict Management, candidates successfully completing the qualifications in this suite will be able to:
- Carry out their duties as part of a team, within the overall safety policy and structure of the venue.
- Monitor spectators, identify potential hazards and respond at the earliest opportunity.
- Facilitate the evacuation of a large number of spectators from the venue as quickly and safely as possible, or act in accordance with the venue contingency plan
- Provide emergency aid to a casualty while awaiting more qualified assistance.
- Assess a situation, react according to venue policy and, where necessary, initiate measures to contain or extinguish a small fire without endangering themselves or others.
- Respond appropriately to spectator problems and enquiries.
- Respond appropriately to spectator behaviour, racism and conflict.
These skills gained will enable candidates the flexibility to work at any type of live event.

Who will deliver and assess the suite?
1st4sport can put you in touch with the most suitable staff: tutors, workplace mentors and independent assessors. The following people are required to successfully deliver the qualification.
Trainer-assessor – Responsible for and/or involved in the delivery of the learning programme and conducting aspects of the internal assessment. Might also be termed tutor and/or internal assessor.
Mentor-assessor – Provides support, guidance and assessment of candidates in their workplace (i.e. the venue at which they are normally a steward). Might also be termed mentor, workplace assessor or internal assessor.
Independent assessor – An appropriately qualified assessor, employed by the recognised centre, who has not been involved in the candidates’ programme of training or internal assessment. This person is considered to be able to provide an independent assessment without prior knowledge of candidates’ performance.
Internal verifier – Appointed (and employed) by the recognised centre to review the work of all those involved in the assessment of the qualification at that centre, to ensure consistency of assessment for candidates over a period of time.

What qualifications do tutors, assessors and verifiers need?
These criteria relate to individuals carrying out specific roles in either leading the delivery programme or conducting specific functions, such as acting as a mentor or assessor. During the delivery of the programme, subject-specific experts such as fire safety and first-aid professionals may be brought in to support the programme. These subject-specific experts are required to be occupationally competent within their remit, however, they do not need to conform to the criteria below.
Trainer-assessors must be able to demonstrate that they have:
- current occupational competence in a match day environment, including recent and ongoing experience in a mass spectator event (crowds 500+)
- experience of the delivery of learning in a facilitative environment, ideally through a recognised teaching qualification or achievement of the appropriate ENTO units.
Mentor-assessors must be able to demonstrate that they:
- have current occupational competence in a match day environment, including recent and ongoing experience in a mass spectator event (crowds 500+)
- hold or are working towards the Level 2 Certificate in Event and Match Day Stewarding or an equivalent qualification
- hold or are working towards the ENTO Units D32/D33 or Unit A1.
Independent assessors must be able to demonstrate that they:
- have current occupational competence in a match day environment, including recent and ongoing experience in a mass spectator event (crowds 500+)
- hold or are working towards the ENTO Units D32/D33 or Unit A1.
Internal verifiers must be able to demonstrate that they:
- have current occupational competence in a match day environment, including recent and ongoing experience in a mass spectator event (crowds 500+)
- hold or are working towards the Level 2 Certificate in Event and Match Day Stewarding or an equivalent qualification
- hold a position with the approved centre/venue that allows their reviews (verification) of assessment activities to influence policy and practices of the centre and the assessors it employs
- can demonstrate competence in internal verification processes and, where possible, hold or be working towards the ENTO Units D32/D33 or Unit A1 and Unit D34 or V1.
