There are no costs involved in applying or becoming a 1st4sport recognised centre.
The 1st4sport Level 2 NVQ Certificate in Spectator Safety (L2NCSS) gives stewards the flexibility to work at any type of live event meeting the minimum requirements for stewards’ competence for employment, as detailed in the Guide to Safety at Sports Grounds (Green Guide).
The qualification provides a work-based assessment of the knowledge and competence of a steward and is ideally suited to those who are already carrying out the role and wish to match their current skills and knowledge to a recognised standard.
Learners completing this qualification will be provided with the knowledge and skills enabling them to:
- prepare for spectator events
- control the entry, exit and movement of people at spectator events
- monitor spectators and deal with crowd problems
- contribute to the work of the team
- help to manage conflict
- deal with accidents and emergencies.
Those learners who have already completed the 1st4sport Level 2 Award in Understanding Stewarding at Spectator Events will be entitled to full use of supported recognition of prior learning (RPL), which can reduce the amount of assessment required to complete the qualification.

Who is the Qualification for?
Anyone over 18 years old with a reasonable level of health and fitness who wishes to become a qualified event and match day steward. The qualification is also ideally suited to those who have completed the 1st4sport Level 2 Award in Understanding Stewarding at Spectator Events and wish to confirm their ability to safely and effectively steward at a live event.

High demand for the qualification
With a Level 2 recognised qualification being a compulsory requirement for stewards within football stadiums, and being highly desirable at other live events, qualified stewards are becoming increasingly essential for any live occasion. In addition, forthcoming events such as the Olympic and Paralympic Games will undoubtedly lead to a rise in demand.
Natural progression from the VRQ and learners benefit from RPL
Centres offering the 1st4sport Level 2 Award in Understanding Stewarding at Spectator Events will find offering this NVQ ideal for their learners. The Level 2 VRQ qualification provides confirmation of learners’ competence as a steward, while this NVQ takes them on to the next stage – an assessed confirmation of their competence in the workplace over time.

What are the Learner Prerequisites?
Learners are required to be 18 years of age or over, prior to certification. This prerequisite is a requirement of the industry, as learners are not legally permitted to work unsupervised as a steward if they are under 18 years of age.

What are the Fees?
Fees are charged per learner and provide registration and certification for the qualification, as well as a 1st4sport Learner Pack, learning resources and certificate. There are no costs involved in applying or becoming a 1st4sport recognised centre. Further information on fees can be found on your qualification application form.
How do I Apply?
Non-1st4sport recognised centres
If you are not already a 1st4sport recognised centre, you need to apply to become one by completing a Centre Recognition Application Form. You can now do this online through Athena, the 1st4sport online Quality Assurance System where you can also apply to become approved for the qualifications that interest you. To access Athena, simply call us on 0113-290 7610 to receive a unique access code or fill in the Request for Centre Recognition Application Form and we will send you one.
Existing 1st4sport recognised centres
If you are already a 1st4sport recognised centre and would like to seek approval to deliver the 1st4sport Level 2 NVQ Certificate in Spectator Safety, please access Athena and complete the qualification approval process. The Qualifications and Credit Framework (QCF)
This qualification sits on the new QCF. Further information about the benefits of the new framework can be found by visiting www.ofqual.gov.uk.
All learners being registered for QCF qualifications are required to have a Unique Learner Number (ULN) issued by the Learner Register. To be approved to offer this QCF qualification, you will need to demonstrate that you can access and verify learners’ ULNs with the Learner Register.
