Event and Match Day Stewarding

The L2CEMS is awarded by 1st4sport Qualifications and has been developed in partnership with The Football Association (The FA), The Football League, The FA Premier League, The Football Safety Officers Association, and in consultation with the Football Licensing Authority.

Is the L2CEMS for me?

If you are an adult (over 18 years of age) with a good level of health and fitness, have an interest in stewarding and wish to attain a nationally accredited professional qualification, then the L2CEMS is designed for you.

Although the L2CEMS has been developed in partnership with various football authorities, its content can be applied to any type of live spectator event. The qualification is recognised by the Football Licensing Authority as an appropriate and acceptable qualification for stewarding in football stadiums.

Why should I study the L2CEMS?

  • It provides you with an excellent grounding in both the theoretical and practical aspects of stewarding at live spectator events.
  • You will gain a focused understanding of stewarding, which is specifically targeted at live spectator events and/or match days in a sporting environment.

What can I use the L2CEMS for?

  • To become a fully qualified event and match day steward
  • To progress on to the 1st4sport Level 2 NVQ in Spectator Safety.

What will I learn?

Your learning programme will develop your understanding of:

  • how to prepare for stewarding activities
  • basic emergency aid and fire safety and awareness
  • how to deal with and respond to spectator behaviour.

How will my learning programme be structured?

Learning programmes are usually designed by the recognised centre that delivers the qualification. They may, therefore, vary in length and format. Depending on your needs, delivery centres can offer intensive courses or a series of learning events over a period of weeks. Whatever the timescale, all learning programmes should include the following phases:

  • an induction to the qualification and your programme of learning and assessment
  • a learning programme that meets your needs, focusing on the theory and practice of stewarding
  • a programme of assessment, spread throughout the course, including observations of your stewarding by an appropriately qualified assessor.

At the end of the programme, you will be provided with formal feedback on your performance and an action plan for your further development.

What will my assessment involve?

Internal assessment will require you to:

  • work as a steward for at least 30 hours, during which you will be assessed via a workplace record of hours and workplace assessment observation forms
  • complete knowledge reviews, consisting of multiple-choice and short-answer questions
  • complete a series of internally assessed tasks that explore learners understanding and performance as a steward.

Independent assessment will require you to:

  • sit a one-hour written assessment paper covering the knowledge requirements of the theory units.

The qualification is delivered by 1st4sport Qualifications’ recognised centres, not all of whom offer open courses to members of the public. Your first port of call to access a course should be to contact 1st4sport contact details are provided below.

How much will the qualification cost me?

Recognised centres offering this qualification determine their own fees and they will vary from centre to centre. The fees charged should entitle you to a programme of learning and assessment, registration and certification for the qualification and a 1st4sport Qualifications Learner Pack.
